8 countries with scholarships, free education policy for international students in fall 2025

Governments and institutions worldwide are making efforts to provide accessible higher education for international students, with several countries offering free or low-cost tuition for the Fall 2025 intake.

These initiatives aim to remove financial barriers, attracting students from different regions. Countries in Europe and beyond have introduced tuition-free or affordable programmes, along with multiple scholarship opportunities.

Germany

Institutions such as Ludwig Maximilian University of Munich, University of Heidelberg, and Humboldt University of Berlin offer courses in various disciplines.

Strong industry connections and research opportunities further enhance its appeal. The Fall 2025 semester in Germany begins between September and October.
